The State party ignores whether the author's son has in fact instituted (civil) proceedings in this matter.
ولا تذكر الدولة الطرف ما اذا كان ابن مقدم الرسالة قد أقام في الواقع دعوى )مدنية( بهذا الشأن.

(f) Both the author's son and counsel pointed out to the court that Mr. Tolipkhuzhaev was arrested on 13 September 2002, but was only brought to an investigation centre on 26 September 2002, instead of 16 September 2002 as required by law.
