Today, it is clear that Azerbaijan has not yet once envisaged relinquishing its radical, aggressive and expansionist positions deeply rooted in false readings of history and an alarmingly emotional, as opposed to a factual, assessment of reality motivated by single—minded propaganda and interests.
وواضح اليوم أن أذربيجان لم تفكر يوما في التراجع عن مواقفها المتطرفة والعدائية والتوسعية التي تضرب جذورها في قراءة خاطئة للتاريخ وفي تقييم للحقيقة تطغى عليه العاطفة بدلا من الواقعية وتدفع إليه دعاية ومصالح منفردة.

The Committee notes that Azerbaijan has not yet made the declarations provided for in articles 76 and 77 of the Convention recognizing the competence of the Committee to receive communications from States parties and individuals.

وأودُّ أن أبلِغكم بأن التحقيق الداخلي الذي أجرته السلطات المختصة في أذربيجان لم يعثر على أي دليل على إجراء أي محادثات أو عقد أي اجتماعات بين أيٍّ من ممثلي أذربيجان والسيد مايكل رينجر أو مؤسسة هيسونغ التجارية (Hesong Trading Corporation) بشأن أي نوع من صفقات الأسلحة.

To note, however, that this information indicates that Azerbaijan has not fulfilled its commitment contained in decision XVI/21 to complete phase-out of Annex A, group I, controlled substances (CFCs) by 1 January 2005, nor introduced a permanent ban on the import of these substances, to support that undertaking;
(ب) أن تشير مع ذلك إلى أن هذه المعلومات تشير إلى أن أذربيجان لم تف بالتزامها الواردة في المقرر 16/21 باستكمال التخلص التدريجي الكامل من المواد الخاضعة للرقابة من المجموعة الأولى بالمرفق ألف في موعد غايته غرة كانون الثاني/يناير 2005، ولم تفرض حظراً دائماً على استيراد هذه المواد لدعم ذلك التعهد؛

However, Azerbaijan has not only continued its destructive policy, but also tried to misrepresent and misinterpret the provisions of the Declaration, particularly stating that (a) the settlement of the problem does not exclude the use of force by Azerbaijan; and (b) the principle of territorial integrity is the only applicable principle, etc.
بيد أن أذربيجان لم تكتف بمواصلة سياستها المدمرة وحسب، وإنما حاولت أيضا تشويه أحكام الإعلان وتفسيرها على نحو مغلوط، حيث أشارت بوجه خاص إلى مسائل من قبيل: (أ) أن تسوية المشكلة لا تحول دون استخدام أذربيجان للقوة؛ (ب) أن مبدأ السلامة الإقليمية هو المبدأ الوحيد المنطبق، وما إلى ذلك.
