“The basic conditions and criteria for the introduction and application of sanctions include the following elements:

92. The revised proposal by the Russian Federation on basic conditions and criteria for imposing and implementing sanctions and other enforcement measures was very useful, and should be examined in detail by the Committee.
٩٢ - والاقتراح المنقح المقدم من الاتحاد الروسي بشأن الشروط والمعايير اﻷساسية لفرض وتنفيذ الجزاءات وغيرها من تدابير اﻹنفاذ هو اقتراح مفيد جدا، وينبغي أن تدرسه اللجنة بالتفصيل.

His delegation therefore supported continued work on the basis of the documents presented by the Russian Federation on basic conditions and criteria for imposing and implementing sanctions and other enforcement measures and continued discussion of proposals concerning the impact and application of sanctions in order to achieve a fruitful outcome in the near future.
وأكد أن أوكرانيا تعتزم مواصلة العمل على أساس الورقات المقدمة من الاتحاد الروسي بشأن الشروط الأساسية والمعايير الأساسية لتوقيع الجزاءات وغيرها من التدابير القسرية وتنفيذها، مع مواصلة مناقشة المقترحات الخاصة بآثار تنفيذ الجزاءات من أجل التوصل إلى نتائج مثمرة في المستقبل القريب.

9. The working paper submitted by the Russian Federation on the basic conditions and criteria for imposing and implementing sanctions and other enforcement measures (A/53/33, para. 45) provided a useful basis for discussion.
٩ - وذكر أن ورقة العمل المقدمة من الاتحاد الروسي عن الشروط والمعايير اﻷساسية لفرض الجزاءات وغيرها من التدابير القسرية وتنفيذها )A/53/33، الفقرة ٤٥( توفر أساسا مفيدا للمناقشة.

3. With regard to the working paper submitted by the Russian Federation entitled “Some ideas on the basic conditions and criteria for imposing and implementing sanctions and other enforcement measures”, his delegation believed that the Special Committee was the body that should deal with the question.
٣ - وفيما يتعلق بورقة العمل المقدمة من الاتحاد الروسي تحت عنوان " بعض اﻷفكار بشأن الشروط والمعايير اﻷساسية لفرض الجزاءات وغيرها من تدابير اﻹنفاذ " ، قال إن اللجنة الخاصة المعنية بميثاق اﻷمم المتحدة هي، في رأي الوفد اﻷوكراني، الجهة التي يناط بها تناول تلك المسائل.

The working paper entitled “basic conditions and criteria for the introduction of sanctions and other coercive measures and their implementation” (A/AC.182/L.100) offered further guidance on the imposition, implementation and lifting of sanctions.
أما ورقة العمل المعنونة " الشروط والمعايير اﻷساسية لتوقيع الجزاءات وغيرها من التدابير القسرية وتنفيذها " (A/AC.182/L.100) فتتضمن توجيهات جديدة بشأن فرض الجزاءات وتطبيقها ورفعها.

34. His delegation welcomed the working paper submitted by the Russian Federation entitled “Some ideas on the basic conditions and criteria for imposing and implementing sanctions and other enforcement measures”.
٣٤ - وأعرب عن ترحـيب وفده بورقة العمـل التي قدمها الاتحاد الروسـي وعنوانها " بعض اﻷفكار عن الشروط والمعايير اﻷساسية لفرض وتنفيذ الجزاءات وغيرها من تدابير اﻹنفاذ " .

63. With regard to the application of Article 50 of the Charter, she said that the revised version of the working paper submitted by the Russian Federation entitled “Some ideas on the basic conditions and criteria for imposing and implementing sanctions and other enforcement measures” provided some useful insights into the legal and humanitarian aspects of sanctions.

35. At the 2nd meeting of the Working Group, on 26 January 1998, the representative of the Russian Federation referred to the working paper entitled “Some ideas on the basic conditions and criteria for imposing and implementing sanctions and other enforcement measures”.9
٣٥ - في الجلسة الثانية للفريق العامل، المعقودة في ٢٦ كانون الثاني/يناير ١٩٩٨، أشار ممثل الاتحاد الروسي إلى ورقة العمل المعنونة " بعض اﻷفكار عن الشروط والمعايير اﻷساسية لفرض وتنفيذ الجزاءات وغيرها من تدابير اﻹنفاذ " )٩(.

29. At the 5th meeting of the Working Group, on 31 January 1997, the representative of the Russian Federation introduced a revised working paper entitled " Some ideas on the basic conditions and criteria for imposing and implementing sanctions and other enforcement measures " (A/AC.182/L.94), which read as follows:
٩٢ - في الجلسة الخامسة للفريق العامل المعقودة يوم ١٣ كانون الثاني/يناير ٧٩٩١ عرض ممثل الاتحاد الروسي ورقة عمل منقحة بعنوان " بعض اﻷفكار بشأن الشروط والمعايير اﻷساسية لفرض وتنفيذ الجزاءات وغيرها من تدابير اﻹنفاذ " (A/AC.182/L.94) تنص كما يلي:

The proposals contained in the working paper submitted by the Russian Federation on basic conditions and criteria for implementing sanctions and other enforcement measures (A/52/33, para. 29) could be considered as they stood.
٢٨ - وقال إن المقترحات الواردة في ورقة العمل المقدمة من الاتحاد الروسي بشأن الشروط والمعايير اﻷساسية لتنفيذ الجزاءات وغيرها من تدابير اﻹنفاذ )الفقرة ٢٩ من الوثيقة A/52/33( يمكن النظر فيها بصيغتها الحالية.

With regard to the working paper submitted by the Russian Federation on basic conditions and criteria for imposing and implementing sanctions and other enforcement measures (A/52/33, para. 29), her delegation shared the Russian Federation's concern about the " sanctions syndrome " and agreed that it would be helpful to have guidance as to the scope of measures such as sanctions.
٣٨ - وفيما يتعلق بورقة العمل المقدمة من الاتحاد الروسي بشأن الشروط والمعايير اﻷساسية لفرض وتنفيذ الجزاءات وغيرها من تدابير اﻹنفاذ )الفقرة ٢٩ من الوثيقة A/52/33(، قالت إن وفدها يشاطر الاتحاد الروسي قلقه بشأن " حمى الجزاءات " ويتفق على أن المفيد وضع توجيهات بشأن نطاق تدابير من قبيل الجزاءات.

5. As to the revised working paper submitted by the Russian Federation, entitled “Some ideas on the basic conditions and criteria for imposing and implementing sanctions and other enforcement measures” (A/52/33, para. 29), his country believed, without taking any position on the substance, that the time was not right to take the issue up.
٥ - أما ورقة العمل المنقحة المقدمة من الاتحاد الروسي بعنوان " بعض اﻷفكار بشأن الشروط والمعايير اﻷساسية لفرض وتنفيذ الجزاءات وغيرها من تدابير اﻹنفاذ " )A/52/33، الفقرة ٢٩(، فيرى بلده، دون اتخاذ أي موقف يتعلق بجوهرها، أن الوقت غير مناسب لتناول هذا الموضوع.

It noted with satisfaction the article-by-article consideration given to the working paper submitted by the Russian Federation entitled “basic conditions and criteria for the introduction of sanctions and other coercive measures and their implementation” (A/54/33, paras. 34-69).
وهو يلاحظ مع الارتياح ما تم من النظر مادة مادة في ورقة العمل المقدمة من الاتحاد الروسي والمعنونة " الشروط والمعايير اﻷساسية لتوقيع الجزاءات وغيرها من التدابير القسرية وتنفيذها " A/54/33)، الفقرات ٤٣ - ٩٦(.

45. At the 8th meeting of the Working Group, on 2 February 1998, the representative of the Russian Federation introduced a working paper entitled “basic conditions and criteria for the introduction of sanctions and other coercive measures and their implementation” (A/AC.182/L.100), which read as follows:
٤٥ - وفي الجلسة ٨ التي عقدها الفريق العامل في ٢ شباط/فبراير ١٩٩٨، قدم ممثل الاتحاد الروسي ورقة عمل بعنوان " الشروط والمعايير اﻷساسية لتوقيع الجزاءات وغيرها من التدابير القسرية وتنفيذها " )A/AC.182/L.100(، نصها كما يلي: " أولا

45. The issues raised in the Russian Federation’s proposals on the basic conditions and criteria for the operations of peacekeeping missions and mechanisms for the prevention and resolution of crises and conflicts (A/51/33, para. 128) were valid and genuine.
٤٥ - ومضى قائلا إن القضايا التي أثارتها مقترحات الاتحاد الروسي بشأن الشروط والمعايير اﻷساسية لعمليات بعثات حفظ السلام وآليات منع نشوب الازمات والنزاعات وتسويتها )A/51/33، الفقرة ١٢٨( قضايا واردة وحقيقية.

47. The working paper submitted by the Russian Federation, entitled “Some ideas on the basic conditions and criteria for imposing and implementing sanctions and other enforcement measures” (A/AC.182/L.94) constituted yet another basis for further deliberations.
٤٧ - وقال إن ورقة العمل المقدمة من الاتحاد الروسي تحت عنوان " بعض اﻷفكار بشأن الشروط والمعايير اﻷساسية لفرض وتنفيذ الجزاءات وغيرها من تدابير اﻹنفاذ " (A/AC.182/L.94) تشكل أساسا آخر للعمل يمكن الاهتداء به في المناقشات اللاحقة.

15. The delegation of Ukraine also supported the continuation of the work within the Special Committee on the question of basic conditions and criteria for imposing and implementing sanctions and other coercive measures in order to achieve a fruitful outcome in the near future.
15 - وأوضح أن وفد أوكرانيا يؤيد كذلك استمرار العمل في اللجنة الخاصة فيما يتعلق بمسألة الشروط الأساسية والمعايير الموحدة لتوقيع الجزاءات وغيرها من التدابير القسرية وتنفيذها من أجل تحقيق نتائج مجدية في المستقبل القريب.
