31 - وعلى نحو ما أشرت إليه في تقريري السابق، فإن عملية التصدي للجرائم الخطيرة في حدود الوقت الضيق والموارد المتاحة ربما لا تلبي على نحو كامل الرغبة في إقامة العدالة التي تحدو كل من تضرروا من أعمال العنف في عام 1999.ومن المرجح أن يظل عدد كبير من القضايا حتى 20 أيار/مايو 2005 قائما بدون أي تحقيقات أو محاكمات.
