وﻷن مجلس اﻷمن يقع في صلب نظامنا الجماعي لﻷمن، وﻷنه المكان الذي يجري فيه التعبير عن مصالح واهتمامات اﻷقوياء، وأحيانا التصادم فيما بينها - فإنه يمثل - باﻹضافة إلى إصلاحه - امتحانا لاستعدادنا الجماعــــي ﻹنشاء مؤسسات تكون أكثر ديمقراطية وأكثر تمثيلا وبناء علاقات دولية تحمل طابع العدالة والتضامن.
