٢ - تؤكد من جديد مبدأ القدرة على الدفع بوصفه المعيار اﻷساسي لتحديد جدول اﻷنصبة المقررة وتوافق مبدئيا على إنشاء هيئة مخصصة لدراسة إعمال هذا المبدأ في تحديد جدول اﻷنصبة المقررة والنظر في ولاياتها وصيغها في مرحلة لاحقة في الدورة الثامنة واﻷربعين. ــ ــ ــ ــ ــ

The General Assembly decides to defer until its forty-ninth session consideration of the question of the establishment of an ad hoc body to study the implementation of the principle of capacity to pay as the fundamental criterion for determining the scale of assessments, agreed in principle in its resolution 48/223 C of 23 December 1993, and to take a decision early in that session.
إن الجمعية العامة تقرر إرجاء النظر، إلى دورتها التاسعة واﻷربعين، في مسألة إنشاء هيئة مخصصة لدراسة تنفيذ مبدأ القدرة على الدفع بوصفه المعيار اﻷساسي لتحديد جدول اﻷنصبة المقررة، المتفق عليه من حيث المبدأ، في قرارها ٤٨/٢٢٣ جيم المؤرخ ٢٣ كانون اﻷول/ديسمبر ١٩٩٣، واتخاذ مقرر في مطلع هذه الدورة.

52. The CHAIRMAN drew the Committee's attention to General Assembly resolution 48/233 C in which the Assembly had agreed, in principle, to establish an ad hoc body to study the implementation of the principle of capacity to pay as the fundamental criterion for determining the scale of assessments and to consider its mandates and modalities at a later stage in the forty-eighth session.

17. The CHAIRMAN suggested that the Committee adopt the following draft decision: " The General Assembly decides to defer consideration of the question of the establishment of an ad hoc body to study the implementation of the principle of capacity to pay as the fundamental criterion for determining the scale of assessments, as referred to in resolution 48/223 C, for decision at an early stage of its forty-ninth regular session " .
١٧ - الرئيس: اقترح أن تعتمد اللجنة مشروع القرار التالي: " تقرر الجمعية العامة إرجاء النظر في مسالة إنشاء هيئة مخصصة لدراسة أمر تنفيذ مبدأ القدرة على الدفع بوصفه المعيار اﻷساسي لتحديد جدول اﻷنصبة على النحو المشار اليه في القرار ٤٨/٢٢٣ جيم، ولاتخاذ قرار بذلك في مرحلة مبكرة من دورتها العادية التاسعة واﻷربعين " .

the General Assembly decided to establish an ad hoc intergovernmental working group of experts on economics, finance, statistics and related fields to study and examine all aspects of the implementation of the principle of the capacity to pay as the fundamental criterion in determining the scale of assessments for contributions to the regular budget and to report thereon to the Assembly at its resumed forty-ninth session (resolution 49/19 A).

Other members recalled that the General Assembly, in its resolution 14 A (I) of 13 February 1946, specified that the expenses of the United Nations should be apportioned broadly according to capacity to pay, and in its subsequent resolutions, the Assembly reaffirmed the principle of capacity to pay as the fundamental criterion for the apportionment of the expenses of the Organization.
٩٥ - وأشـار أعضـاء آخــرون إلــى أن الجمعية العامة نصت تحديدا، في قرارها ١٤ ألف )د - ١( المؤرخ ١٣ شباط/فبراير ١٩٤٦، على تقاسم نفقات اﻷمم المتحدة عموما وفقا للقدرة على الدفع، وقد أكدت الجمعية العامة من جديد في قراراتها اللاحقة، مبدأ القدرة على الدفع كمعيار أساسي لتقسيم نفقات المنظمة.
