A possibility of the application of a variety of forms and measures of foster care is provided through centres for social work which operate in almost every municipality, based primarily on the needs of these children, in all cases when parents for whatever reason do not exercise their parental rights and duties or perform them in a way contrary to the interests of children.
231- وتُقدِّم مراكز العمل الاجتماعي الموجودة في جميع البلديات تقريباً أشكالا متنوعة من الكفالة إلى هؤلاء الأطفال، وذلك أساساً بناء على احتياجات الأطفال الذين لا ينهض أولياؤهم، لأي سبب من الأسباب، بحقوقهم وواجباتهم، أو يؤديانها على نحو يتنافى مع مصالح أطفالهم.

Preventive activities: centres for social work in the Republic of Serbia were obliged by the Rulebook on the organization, norms and standards of centres for social work to develop preventive programmes which shall contribute to meeting individual and common needs of citizens, i.e. to the prevention and mitigation of social problems occurring in the local community.
