36. The Committee recommends that the State party strengthen measures to protect the rights and interests of child victims of all offences under the Optional Protocol and, in particular:

The Committee urges the State party to adopt comprehensive measures throughout its jurisdiction for the recovery and reintegration of child victims of all offences covered by the Optional Protocol, including their full social reintegration and physical, psychological and psychosocial recovery.

The Committee recommends that the general principles of the Convention, in particular the principle of non-discrimination, be included in all measures taken by the State party to ensure the implementation of the provisions of the Optional Protocol and in particular that child victims of all crimes under the Optional Protocol, including Roma children, are properly identified, protected and assisted.
9- توصي اللجنة بإدراج مبادئ الاتفاقية العامة، خاصة مبدأ عدم التمييز، في جميع التدابير التي تتخذها الدولة الطرف، حرصاً على تنفيذ أحكام البروتوكول الاختياري، وبالخصوص تحديد هوية الأطفال ضحايا جميع الجرائم المنصوص عليها في البروتوكول الاختياري، بمن فيهم أطفال الروما، تحديداً دقيقاً وحمايتهم ومساعدتهم.

(a) To strengthen efforts to establish a comprehensive social protection system that will extend to all child victims of all the offences covered by the Optional Protocol; and
(أ) تعزز جهودها لإنشاء نظام للحماية الاجتماعية الشاملة بحيث يمتد ليغطي كل الأطفال ضحايا جميع الجرائم المشمولة في البروتوكول الاختياري؛

(a) Ensure that adequate services are available for child victims of all practices covered under the Optional Protocol, including for their full social reintegration and their full physical and psychological recovery, in accordance with article 9, paragraph 3, of the Optional Protocol and ensure that adequate financial and human resources are allocated;
(أ) التأكد من حصول الأطفال ضحايا جميع الممارسات المشمولة بالبروتوكول الاختياري على الخدمات المناسبة، منها إعادة إدماجهم في المجتمع كلياً، وتعافيهم الجسدي والنفسي التام، وفقاً للفقرة 3 من المادة 9 من البروتوكول، ومن تخصيص ما يكفي من موارد مالية وبشرية؛

In the light of article 9, paragraph 3, of the Optional Protocol, the Committee urges the Holy See to take all the necessary measures to protect the rights and interests of child victims of all offences under the Optional Protocol, and to ensure that the best interests of the child are a primary consideration in the treatment afforded by the criminal justice system to child victims.

35. The Committee recommends that the State party strengthen measures to protect the rights and interests of child victims of all offences under the Optional Protocol and, in particular, ensure the establishment and operation of mechanisms for identifying and protecting victims of offences under the Optional Protocol and ensure that child victims of offences thereunder are not treated as offenders.
35- وتوصي اللجنة الدولة الطرف بتعزيز التدابير الرامية إلى حماية حقوق ومصالح الأطفال ضحايا جميع الجرائم المشار إليها في البروتوكول الاختياري، كما توصيها على وجه الخصوص بضمان إنشاء وتشغيل آليات للتعرف على ضحايا الجرائم المشار إليها في البروتوكول الاختياري ولحمايتهم، وبالحرص على عدم معاملة الأطفال ضحايا هذه الجرائم كجناة.

31. While noting that assistance to victims have been included in the Prevention and Suppression of Prostitution Act of 1996, the Measures in Prevention and Suppression of Trafficking in Women and Children of 1997 and the Anti-Trafficking in Persons Act of 2008, the Committee regrets the lack of information on measures taken to identify child victims of all offences prohibited under the Optional Protocol, and not only the victims of trafficking.
31- بينما تلاحظ اللجنة أن قانون منع وقمع البغاء لعام 1996، وتدابير منع وقمع الاتجار بالنساء والأطفال لعام 1997، وقانون مكافحة الاتجار بالأشخاص لعام 2008 تضمنت مساعدات للضحايا، فإنها تتأسف لانعدام معلومات عن التدابير المتخذة لتحديد هوية الأطفال ضحايا جميع الجرائم المحظورة بموجب البروتوكول الاختياري، وليس فقط ضحايا الاتجار بالبشر.

The Committee recommends that the State party strengthen measures to protect the rights and interests of child victims of all offences under the Optional Protocol, including through further development of guidelines on child protection work for social workers and law enforcement officials and ensure training on such guidelines.
