The Committee is also concerned about the insufficient coordination between various national and local government agencies working on children's rights in the State party.

In particular, the Committee notes with satisfaction the willingness of the State party to use this report as a call for action, a guide and a situation analysis, to formulate, evaluate and monitor the most important advances in the field of children's rights in the State party.
وتلاحظ اللجنة، مع الارتياح، استعداد الدولة الطرف لاستخدام هذا التقرير باعتباره نداء للعمل، ودليلاً وتحليلا للوضع القائم من أجل تحديد وتقييم ورصد أهم أوجه التقدم المحرز في مجال حقوق الطفل في الدولة الطرف.

However, the Committee is concerned that dialogue with independent civil society organizations specializing in children's rights in the State party is decreasing because of the expanding role of the " fora for participatory democracy " , such as the Community Councils.

In the present document, the Committee will make observations and recommendations regarding the implementation of children's rights in the State party with particular attention to the family environment, health, education, the situation of former child soldiers and other child victims of the armed conflict, and the many other groups of children living in very difficult circumstances.
309- وفي هذه الوثيقة ستقدم اللجنة ملاحظات وتوصيات بصدد إعمال حقوق الطفل في الدولة الطرف مع إيلاء اهتمام خاص للبيئة الأسرية والصحة والتعليم وحالة الجنود الأطفال السابقين وغيرهم من الأطفال ضحايا النزاع المسلح، والعديد من الفئات الأخرى من الأطفال الذين يعيشون في ظروف صعبة للغاية.

19. Despite the existing juvenile justice mechanisms, the Committee is concerned that there are not enough specialized judges and courts to meet all the challenges related to the promotion and protection of children's rights in the State party (arts. 2, 11, 12, 13 and 16).

It recommends the publication of annual reports on the state of children's rights in the State party and reminds the State party of the Committee's general comment No. 5 (2003) on general measures of implementation.
وتوصي اللجنة الدولة الطرف بنشر التقارير السنوية عن حالة حقوق الأطفال في الدولة الطرف وتذكِّر الدولة الطرف بتعليق اللجنة العام رقم 5(2003) بشأن تدابير التنفيذ العامة.

The Committee is also concerned at the low level of awareness on the Convention and the general lack of knowledge of children's rights in the State party, especially among children.
وتعرب اللجنة عن قلقها أيضاً إزاء انخفاض مستوى الوعي بالاتفاقية والافتقار العام للمعرفة بحقوق الطفل في الدولة الطرف، لا سيما فيما بين الأطفال.
