Among other basic texts, the Declaration on Principles of International Law concerning Friendly Relations and Co-operation among States emphasized the paramount importance of the Charter in promoting the rule of law, and the Universal Declaration of Human Rights identified the rule of law as the means of protecting those rights.

The General Assembly, in resolution 2625 (XXV) of 24 October 1970, adopted, in the context of promoting peaceful coexistence, the " Declaration on Principles of International Law concerning Friendly Relations and Co-operation among States in accordance with the Charter of the United Nations " (hereafter referred to as the " 1970 Declaration " ).

The language used by Minister Jaua constitutes a violation of the purposes and principles that are enshrined in the Charter of the United Nations and in many General Assembly resolutions, including resolution 2625 (XXV) (approving the Declaration on Principles of International Law concerning Friendly Relations and Co-operation among States in accordance with the Charter of the United Nations).

In 1970 the General Assembly had adopted the Declaration on Principles of International Law concerning Friendly Relations and Co-operation among States in accordance with the Charter of the United Nations (resolution 2625 (XXV)), which had highlighted the commitment of States to settle their disputes peacefully.

The General Assembly, in its resolution 2625 (XXV) of 24 October 1970, adopted, in the context of promoting peaceful coexistence, the " Declaration on Principles of International Law concerning Friendly Relations and Co-operation among States in accordance with the Charter of the United Nations " (hereafter referred to as the " 1970 Declaration " ).

4. The American Presidential Determination is a flagrant violation of the Declaration on Principles of International Law concerning Friendly Relations and Co-operation among States in accordance with the Charter of the United Nations, contained in General Assembly resolution 2625 (XXV), in particular the following principles:

It is important to note that the General Assembly consensus 1970 Declaration on Principles of International Law concerning Friendly Relations and Co-operation among States in accordance with the Charter of the United Nations (supra 35) recognized that " war of aggression constitutes a crime against peace, for which there is responsibility under international law " .

He cited article 1, paragraph 2, of amended Protocol II, article 1, paragraph 1, of the Convention, and article 1, paragraph 4, of Additional Protocol I (1977) to the 1949 Geneva Conventions, which enshrined some basic elements of the Declaration on Principles of International Law concerning Friendly Relations and Co-operation among States in accordance with the Charter of the United Nations.

The duty of States to cooperate was further clarified in the Declaration on Principles of International Law concerning Friendly Relations and Co-operation among States in accordance with the Charter of the United Nations and in the international instruments specific to human rights.

47. The Declaration on Principles of International Law concerning Friendly Relations and Co-operation among States in accordance with the Charter of the United Nations recognized the paramount importance of the Charter in the promotion of the rule of law among nations.
٤٧ - وأردفت بقولها إن إعلان مبادئ القانون الدولي المتصلة بالعلاقات الودية والتعاون بين الدول وفقا لميثاق الأمم المتحدة يُسلّم بالأهمية القصوى لميثاق الأمم المتحدة في تعزيز سيادة القانون في أوساط الأمم.
