21. CARICOM supported initiatives to address violence against women and girls in conflict and postconflict situations.

4. Within the topic of supporting women's organizations in conflict and postconflict contexts, and in accordance with the Secretary-General's report, three sub-themes can be highlighted:

Fortunately, the international community had moved beyond the " justice versus peace " paradigm, in which justice often fell victim to de jure or de facto amnesties in conflict and postconflict situations.
وأعربت عن تفاؤلها لكون المجتمع الدولي تجاوز نموذج " العدالة مقابل السلام " الذي كثيرا ما تصبح فيه العدالة ضحية للعفو العام بحكم القانون أو بحكم الواقع في حالات النزاع وما بعد النزاع.

Many noted the evolution in the role of police in missions, from passive monitoring to the exercise of many law enforcement functions and the provision of assistance in building accountable, professional police within the conflict and postconflict environments of host countries, which required deployment of police with the right skills and expertise.
وأشار العديد من الأعضاء إلى تطور دور الشرطة في البعثات، وتحوله من الرصد السلبي إلى ممارسة العديد من مهام إنفاذ القانون وتقديم المساعدة في تأسيس قوة شرطة تخضع للمساءلة وتتمتع بالمهنية في بيئة النزاع وما بعد النزاع داخل البلدان المضيفة، وهو ما يتطلب نشر أفراد شرطة من ذوي المهارات والخبرات المناسبة.

While progress is noted, the report highlights acute needs with regard to the rule of law and transitional justice expertise in conflict and postconflict societies.
وبينما يشير التقرير إلى ما أحرز من تقدم، فإنه يسلط الضوء على الإحتياجات الملحة من الخبرات في مجالي سيادة القانون والعدالة الانتقالية في مجتمعات النزاع ومجتمعات ما بعد النزاع.

" The Council encourages Member States, particularly those represented on the governance structures of the United Nations agencies, funds and programmes, to promote coherence in the work of the United Nations in conflict and postconflict situations.
" ويشجع المجلس الدول الأعضاء، ولا سيما الدول الممثلة في الهياكل الإدارية لوكالات الأمم المتحدة وصناديقها وبرامجها، على تعزيز اتساق العمل الذي تقوم به الأمم المتحدة في حالات النزاع وما بعد انتهاء النزاع.

" The Council requests the SecretaryGeneral to provide a followup report within 12 months to consider the effectiveness of the support by the United Nations system to the promotion of the rule of law in conflict and postconflict situations. "
" ويطلب المجلس إلى الأمين العام أن يقدم تقرير متابعة في غضون إثني عشر شهرا للنظر في مدى فعالية الدعم الذي تقدمه منظومة الأمم المتحدة للنهوض بسيادة القانون في حالات النزاع وما بعد انتهاء النزاع " .

" I have the honour to inform you that your letter dated 23 June 2011 concerning the issuance of the report, requested in the statement by the President of the Security Council adopted on 29 June 2010, on the rule of law and transitional justice in conflict and postconflict situations has been brought to the attention of the members of the Council.
" يشرفني أن أبلغكم بأنه جرى إطلاع أعضاء مجلس الأمن على رسالتكم المؤرخة 23 حزيران/يونيه 2011() والمتعلقة بإصدار التقرير المطلوب تقديمه في بيان رئيس المجلس الذي اعتمد في 29 حزيران/يونيه 2010() عن سيادة القانون والعدالة في المرحلة الانتقالية في حالات النزاع وما بعد انتهاء النزاع.

" The Council requests the SecretaryGeneral to provide a followup report within 12 months to take stock of the progress made in respect of the implementation of the recommendations contained in the 2004 report of the SecretaryGeneral, and to consider in this context further steps in regard to the promotion of the rule of law in conflict and postconflict situations. "
" ويطلب المجلس إلى الأمين العام أن يقدم تقريرا على سبيل المتابعة في غضون 12 شهرا من أجل تقييم التقدم المحرز فيما يتعلق بتنفيذ التوصيات الواردة في تقرير الأمين العام الصادر في عام 2004() وأن ينظر في هذا السياق في اتخاذ مزيد من الخطوات بشأن تعزيز سيادة القانون في حالات النزاع وما بعد انتهاء النزاع " .

The reasons for these violations against relief workers are twofold: the compelling need for organizations and employees to work in dangerous regions and the growing availability and use of small arms in conflict and postconflict zones.
وثمة سببان يدفعان إلى هذه الانتهاكات الموجهة ضد العاملين في مجال الإغاثة، يتمثلان في الحاجة الماسة التي تدفع المنظمات والأشخاص إلى العمل في مناطق خطرة، وفي تزايد إتاحة واستعمال الأسلحة الصغيرة في مناطق النزاع وما بعد النزاع(29).

3. In the report of the SecretaryGeneral to the Security Council on the rule of law and transitional justice in conflict and postconflict societies, the SecretaryGeneral articulated a common language of justice for the United Nations (S/2004/616).
3- اقترح الأمين العام في تقريره إلى مجلس الأمن عن سيادة القانون والعدالة الانتقالية في مجتمعات الصراع ومجتمعات ما بعد الصراع صياغة مفاهيم موحدة للعدالة للأمم المتحدة (S/2004/616).

19. The Secretary-General has examined in detail the Organization's activities in support of the rule of law in postconflict societies in his report on the rule of law and transitional justice in conflict and postconflict societies (S/2004/616).
19- وقد أجرى الأمين العام دراسة مفصّلة لما تضطلع به المنظمة من أنشطة دعماً لسيادة القانون في مجتمعات ما بعد المنازعات في تقريره عن سيادة القانون والعدالة الانتقالية في مجتمعات الصراع ومجتمعات ما بعد الصراع (S/2004/616).

Recalling the report of the Panel on United Nations Peace Operations (see A/55/305S/2000/809), in particular its recommendations concerning the Office of the United Nations High Commissioner for Human Rights, and noting the report of the SecretaryGeneral on the rule of law and transitional justice in conflict and postconflict societies (S/2004/616), including relevant recommendations contained therein,
