He would like to know how that was compatible with the Fourteenth Constitutional Decree of 1997, whose guiding principles were that freedom of religion was guaranteed to all and that no one could be forced to adopt a religion or belief.

Article 3, paragraph 1, of the Fourteenth Constitutional Decree stipulates as follows:

The agreement had been followed by the promulgation of the Fourteenth Constitutional Decree, which guaranteed freedom of religion to all and prohibited the enactment of any legislation that jeopardized citizens' fundamental rights and freedoms.

(b) Constitutional Decree No. 14/1997 states: " Citizens of the southern states shall exercise the right to self-determination through a referendum. "

Constitutional Decree No. 7 and chapter II, part 1, thereof, entitled " Rights and duties " , provides as follows:
١٠ - وينص المرسوم الدستوري رقم ٧ في الجزء اﻷول من الفصل الثاني منه، المعنون " مبادئ الواجبات والحقوق " ، على ما يلي:

In accordance with articles 4 and 31 of Constitutional Decree No. 13, the President of the Republic and the elected members of the National Assembly must swear an oath before God on taking office.
وفضلا عن ذلك، وطبقا للمادتين ٤ و ٣١ من المرسوم الدستوري رقم ١٣، يجب أن يؤدي رئيس الجمهورية وأعضاء المجلس الوطني المنتخبون اليمين أمام الله، لتأدية واجباتهم.

Article 5, chapter I of Constitutional Decree No. 7/1993 concerning private and public life states as follows:
إذ تنص المادة ٥ من الفصل اﻷول من المرسوم الدستوري رقم ٧/١٩٩٣ المتعلق بالحياة العامة والخاصة، على ما يلي:

Moreover, by the Thirteenth Constitutional Decree women are also qualified to compete for the office of the President of the Republic and for membership in the Parliament.

It was alleged that this presidential decree is in violation of Constitutional Decree No. 003 that provides for the Superior Council of Magistrates as the organ responsible for disciplining or removing magistrates after due process.
