7. The Conference reaffirms that the implementation of comprehensive safeguards agreements pursuant to Article III, paragraph 1, of the Treaty should be designed to provide for verification by the Agency of the correctness and completeness of a State's declaration, so that there is a credible assurance of the non-diversion of nuclear material from declared activities and of the absence of undeclared nuclear material and activities.

In the light of recent experiences, improvements to the IAEA's ability to detect the diversion of nuclear material from declared facilities and to provide credible assurance of the absence of undeclared activities are necessary.

If the Agency were able to provide credible assurance about the peaceful nature of Iran's past and current nuclear programme, it would go a long way towards building confidence and could help create the conditions for a comprehensive and durable solution.
