64 - وذكر مشارك آخر أنه ينبغي على الدول المدينة أن تقر بأن عليها التزامات تتعلق بحقوق الإنسان وذلك بالنسبة لعملية تصميم وتنفيذ الإصلاح الاقتصادي وسياسات الديون الخارجية والنتائج المترتبة عليها.

66. Some of the challenges that debtor States faced included the lack of resources, odious debt, the lack of good governance, accountability, transparency and corruption.

In that regard, it should be determined whether (Mr. Blukis, Latvia) Article 19 could be interpreted as allowing debtor States to be barred from membership in United Nations organs, as proposed by some Member States, or affected only the right to vote, and whether it could be applied to subsidiary organs of the General Assembly and to organs other than the General Assembly.

79- وينبغي أن تكفل الدول ألا يؤدي تنفيذ السياسات المذكورة في الفقرة 74 أعلاه إلى إضعاف إعمال أي من حقوق الإنسان، وخاصة الحقوق الاقتصادية والاجتماعية والثقافية، في الدول المَدينة.

Such reforms should be initiated, formulated and implemented by the debtor States themselves, if they deem appropriate, in pursuance of an independent process of national development.

The main aim of such a mechanism is to ensure that debtor States can achieve economic viability and growth, and restore their capacity to service their external debts without compromising the fulfilment of their international human rights obligations.
85- والهدف الرئيسي لهذه الآلية هو ضمان أن تستطيع الدول المَدينة تحقيق مقومات البقاء الاقتصادي والنمو وأن تستعيد قدرتها على خدمة ديونها الخارجية دون النيل من إمكانية الوفاء بالتزاماتها الدولية المتعلقة بحقوق الإنسان.

٢٢ - وطالب بالتوصل الى طريقة لرد التكاليف الى الدول الدائنة التي تعاني من عسر مالي بعقد قروض مصرفية بأي فائدة.
