Article 38 prohibits journalists from disseminating racist propaganda or messages that imply contempt for or hatred towards religions, vilify other faiths or advocate discrimination against or the disparagement of the views of any confessional group.
وقد نص القانون في المادة 38 منه على التزام الصحفي بالامتناع عن الانحياز إلى الدعوات العنصرية أو التي تنطوي على ازدراء الأديان أو الدعوة إلى كراهيتها أو الطعن في إيمان الآخرين أو ترويج التمييز أو الاحتقار لرأي طائفة من طوائف المجتمع.

In addition to article 1 of the Act, to which reference was made above, the Act provides, inter alia, in its article 38 that journalists must refrain from propagating racist propaganda or messages that imply contempt for, or hatred towards, religions, vilify other faiths or advocate discrimination or disparagement of the opinion of any confessional group in society.

Legislative Decree No. 47 of 2002 concerning the regulation of the press, printing and publishing was promulgated on 23 October 2002. Article 38 provides, inter alia, that journalists are prohibited from disseminating racist propaganda or messages that imply contempt for or hatred towards religions, vilify other faiths or advocate discrimination against or the disparagement of the views of a confessional group.

In 2008, when the Law on the Protection of Persons with Disabilities was amended, the following provisions were added: " Discrimination on the basis of disability shall be prohibited " ; and " disparagement of and infringement upon the dignity of persons with disabilities by means of mass media or any other means shall be prohibited. "
