54. The draft articles on the protection of persons in the event of disasters were a welcome addition to the international humanitarian law applicable in armed conflicts, which was inspired by the principles of humanity, neutrality and impartiality.

The Hyogo Framework for Action has inspired the identification and systematization of legal principles and rules informing disaster risk management, as exemplified by the adoption by the International Law Commission, on first reading, of a set of draft articles on the " Protection of persons in the event of disasters " .

6. Mr. Shair Bahadur Khan (Pakistan), reiterating his delegation's position with regard to the draft articles on the protection of persons in the event of disaster, said that the primacy of the affected State in the provision of disaster relief assistance was based on the central principle of international law, namely, State sovereignty, and flowed from the State's obligation towards its own citizens.
