35. By way of a final observation, he welcomed Gabon's return to democracy but recalled that, in order truly to prosper, democracy required care, particularly the complete and constant respect for human rights as enunciated in the Covenant.

14. Under international law, a failure to act in good faith to comply with the obligation in article 2, paragraph 2, to guarantee that the rights enunciated in the Covenant will be exercised without discrimination amounts to a violation.
14- وبموجب القانون الدولي، فإن عدم التصرف بحسن نية للتقيّد بالالتزام المنصوص عليه في الفقرة 2 من المادة 2 لضمان ممارسة الحقوق المنصوص عليها في العهد دون تمييز يعادل حدوث انتهاك للعهد.

28. Article 2, paragraph 2, refers to the " rights enunciated " in the Covenant, thus calling for cross-referencing with the substantive provisions set forth in Part III, in articles 6 to 15.

According to article 2, paragraph 2 of the latter Covenant, each State party is obliged to guarantee that the rights enunciated in the Covenant are exercised without discrimination of any kind as to race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status.
