Types of procurement where nonquantifiable factors prevail over price and quantity considerations are not suitable for ERAs.
أما أنواع الاشتراء التي تكون فيها للعوامل غير القابلة للقياس الكمي الغلبة على الاعتبارات المتعلقة بالسعر والكمية فلا تناسب المناقصات الإلكترونية.

Some jurisdictions maintain lists identifying specific goods, construction or services that may suitably be procured through ERAs.
وتحتفظ بعض الولايات القضائية بقوائم تحدّد فيها سلعا أو إنشاءات أو خدمات معيّنة قد يكون من المناسب اشتراؤها بواسطة المناقصات الإلكترونية.

8. The circumstances in which stand-alone ERAs are appropriate are where the procuring entity's needs are relatively straightforward, such as commodities and standardized items that can be purchased off-the-shelf.

Although there are core procedures that will cover all stand-alone ERAs, the procedures for each procurement will depend on the complexity of the ERA at hand.
