4. Under article 3, paragraph 2, of the Stockholm Convention, Parties are obliged to ensure that chemicals included in Annex A or B to the Convention are not imported or exported, except for the purpose of environmentally sound disposal or for a use permitted by a specific exemption or in accordance with the provisions of the Annexes.
