A meeting was organized between the Executive Secretary and the Managing Director of the GM on 28 November 2011, at the GM offices at IFAD in Rome.

8. By the same decision, paragraph 10, the COP requested the Executive Secretary and the Managing Director of the GM to jointly prepare and submit an update to the intersessional session of the CRIC on progress made on the implementation of paragraphs 1 to 3 and 5 to 8 of that decision.
8- وفي الفقرة 10 من المقرر ذاته، طلب مؤتمر الأطراف إلى الأمين التنفيذي والمدير العام للآلية العالمية أن يتعاونا على إعداد تقرير يتضمن آخر ما استجد من تقدم في تنفيذ الفقرات من 1 إلى 3 ومن 5 إلى 8 من ذلك المقرر وأن يقدماه إلى اجتماع لجنة استعراض تنفيذ الاتفاقية الذي يتخلل دوراتها.

Bearing in mind the conclusions and recommendations contained in documents ICCD/COP(10)/MISC.1 and ICCD/COP(11)/21, the actions taken thus far by the Executive Secretary and the Managing Director of the Global Mechanism to implement the same as reported in document ICCD/COP(11)/14, and also the conclusions and recommendations outlined therein,

In accordance with the provision of decision 6/COP.10, paragraph 4, a draft proposal on rules and procedures for the establishment of a senior advisory group (the Senior Management Task Force (SMTF)), attached as annex I to the present report, was agreed upon between the Executive Secretary and the Managing Director, on 24 January 2012.

Decision 3/COP.9 stipulates that the Executive Secretary and the Managing Director of the Global Mechanism (GM) should strengthen the effectiveness and efficiency of Regional Coordination Mechanisms (RCMs) to facilitate the implementation of the Convention, as requested in the 10-year strategic plan and framework for the implementation of the Convention (2008 - 2018) (The Strategy).

In paragraph 10 of the same decision, the COP requested the Executive Secretary and the Managing Director of the GM to prepare and submit to COP 10 a jointly-agreed integrated report on progress made on the implementation of paragraphs 1 to 3 and 5 to 8 of decision 6/COP.9, for consideration by Parties.

COP 10 also introduced a number of specific requirements for compulsory cooperation between the GM and secretariat, such as requesting the Executive Secretary and the Managing Director of the GM to develop internal rules and procedures, jointly implement workplans and programmes, implement a joint corporate identity, streamline financial management and administration, and coordinate reporting (decision 6/COP.10, para. 4).
كما قدّم مؤتمر الأطراف في دورته العاشرة أيضًا عددًا من المتطلبات المحددة للتعاون الإلزامي بين الآلية العالمية والأمانة العامة، مثل إلزام الأمين التنفيذي والمدير الإداري للآلية العالمية بتطوير قواعد وإجراءات داخلية، وتنفيذ خطط عمل وبرامج مشتركة، وتنفيذ هوية مؤسسية مشتركة، وتبسيط الإدارة والتنظيم المالي، وتنسيق إعداد التقارير (المُقرّر ٦/م أ -١٠، الفقرة 4).
