28. In addition, a coastal State may establish an exclusive economic zone not extending beyond 200 nautical miles from its baselines, where the coastal State has sovereign rights for the purposes of exploring and exploiting, conserving and managing natural resources.

The Republic of Turkey wishes to emphasize that the above-mentioned permit areas decreed by the Council of Ministers fall entirely within the Turkish continental shelf where Turkey exercises exclusive sovereign rights for the purpose of exploring and exploiting its natural resources of the seabed and subsoil under international law, both customary and case.

2. In the exercise of its sovereign rights for the purpose of exploring and exploiting, conserving and managing straddling fish stocks and highly migratory fish stocks within areas under national jurisdiction, the coastal State shall apply mutatis mutandis the general principles enumerated in article 5.
٢ - لدى ممارسة الدولة الساحلية لحقوقها السيادية بغرض استكشاف واستغلال وحفظ وإدارة اﻷرصدة السمكية المتداخلة المناطق واﻷرصدة السمكية الكثيرة الارتحال داخل المناطق الخاضعة للولاية الوطنية، تطبق المبادئ العامة المذكورة في المادة ٥، مع مراعاة ما يقتضيه اختلاف الحال.

1. Without prejudice to the sovereign rights of coastal States for the purpose of exploring and exploiting, conserving and managing the living marine resources within areas under national jurisdiction as provided for in the Convention, and the right of all States for their nationals to engage in fishing on the high seas in accordance with the Convention:
١ - دون المساس بالحقوق السيادية للدول الساحلية ﻷغراض استكشاف واستغلال وحفظ وإدارة الموارد البحرية الحية داخل المناطق الخاضعة لولايتها الوطنية على النحو المنصوص عليه في الاتفاقية، ودون المساس بحق جميع الدول في أن يعمل رعاياها في صيد السمك في أعالي البحار وفقا للاتفاقية:

In the exercise of its sovereign rights for the purpose of exploring and exploiting, conserving and managing straddling fish stocks and highly migratory fish stocks within areas under national jurisdiction, the coastal State shall apply mutatis mutandis the general principles enumerated in article 5.
٢ - لدى ممارسة الدولة الساحلية لحقوقها السيادية لغرض استكشاف واستغلال وحفظ وإدارة اﻷرصدة السمكية المتداخلة المناطق واﻷرصدة السمكية الكثيرة الارتحال داخل المناطق الخاضعة للولاية الوطنية، تطبق المبادئ العامة المذكورة في المادة ٥، مع مراعاة ما يقتضيه اختلاف الحال.

Broadly speaking, " joint development " occurs when two or more States that have legitimate rights to a common hydrocarbon deposit or field formally agree to cooperate in exploring and exploiting the common deposit according to a pre-arranged share of the revenues to be gained from such exploitation.

The Republic of Cyprus considers that, with this action, Turkey violates customary international law as expressed in the United Nations Convention on the Law of the Sea and in particular in articles 56 and 77, which clearly grant to the Republic of Cyprus exclusive sovereign rights for the purpose of exploring and exploiting natural resources of the seabed and subsoil of its exclusive economic zone and continental shelf respectively.

Turkey had also insisted on putting a brake on the UCR's economic development by securing provisions in the Law on the Continental Shelf that prevents the UCR from exploring and exploiting her maritime resources in the seas of Cyprus whilst interfering with the Treaty between Egypt and the Republic of Cyprus on the Delimitation of the Exclusive Economic Zone, which is an ill-omen as to how Turkey would in future have operated.

Under the designation " ecological and fisheries protection zone of the Republic of Croatia " , the Croatian Parliament proclaimed the content of the exclusive economic zone for the purpose of exploring and exploiting, conserving and managing the living resources beyond the outer limits of the territorial sea, as well as the jurisdiction with regard to marine scientific research and the protection and preservation of the marine environment.

5.
