4. Subsequently the Panel, at its first session, emphasized that the preparatory work should be " based on the provisions of the Non-legally Binding Authoritative Statement of Principles for a Global Consensus on the Management, Conservation and Sustainable Development of All Types of Forests, and would benefit from consideration of regional initiatives and regional dimensions.

3. The Panel should promote multidisciplinary action at the international level consistent with the Non-legally Binding Authoritative Statement of Principles for a Global Consensus on the Management, Conservation and Sustainable Development of All Types of Forests (Forest Principles), adopted by the United Nations Conference on Environment and Development.

14. At the 14th meeting, on 26 April 1995, the Chairman introduced a draft decision entitled " Combating deforestation and the Non-legally Binding Authoritative Statement of Principles for a Global Consensus on the Management, Conservation and Sustainable Development of All Types of Forests " .

18. There was recognition that chapter 11 of Agenda 21 and the Non-legally Binding Authoritative Statement of Principles for a Global Consensus on the Management, Conservation and Sustainable Development of All Types of Forests represent an important international consensus, and that efforts should be made to promote their full and urgent implementation.

The Forum works on the basis of a multi-year programme of work, drawing on the elements reflected in the Non-legally Binding Authoritative Statement of Principles for a Global Consensus on Management, Conservation and Sustainable Development of All Types of Forests (Forest Principles), chapter 11 of Agenda 21 and the proposals for action of the Intergovernmental Panel on Forests/ Intergovernmental Forum on Forests.
