In the light of the foregoing, at the present stage when the Black Sea Economic Cooperation permanent international secretariat is in the process of becoming operational, it does not seem to be appropriate for the Black Sea Economic Cooperation to undertake commitments within the framework of preventive diplomacy with the United Nations.

To this end, UNEP is currently supporting the development and revision of protocols for the Black Sea (Convention on the Protection of the Black Sea Against Pollution), the Caspian Sea (Framework Convention for the Protection of the Marine Environment of the Caspian Sea), and Eastern Africa (Nairobi Convention).
