إذ أن أسلوب اليونيب إزاء التمويل المستدام للبيئة العالمية يستند إلى الحاجة إلى تعزيز الصلات بين الاستدامة البيئية وصنع القرار الاقتصادي التي يظهر الآن بوصفه محورا رئيسيا لصنع السياسات العامة وتنمية الأسواق.

(ب) إنجاز برنامج الأمم المتحدة للبيئة لولايته للعمل كسلطة بيئية عالمية رائدة، تتولى وضع جدول الأعمال البيئي العالمي وتحسين التوافق في تنفيذ البُعْد البيئي في التنمية المستدامة، والعمل كمناصر مسؤول للبيئة العالمية يقتضي أن تكون عضوية عالمية.
