Hence, let me repeat that for the Republic of Croatia as a guarantor of the Dayton Peace Agreement, the following basic principles remain paramount: first, Bosnia and Herzegovina as a single, internationally recognized State; second, the decentralization of State apparatus; and third, full equality of the three constituent peoples.
