Objective of the Organization: To strengthen national and regional expertise for the review and assessment of effective national development strategies, and support the sharing of such expertise and assessments at the regional and global levels, including the preparation of national voluntary presentations and engagement with the Economic and Social Council.

Invites Parties and relevant organizations to make submissions to the secretariat, by 16 February 2009, in accordance with paragraph 9 of the terms of reference for the review and assessment of the effectiveness of the implementation of Article 4, paragraphs 1(c) and 5, of the Convention, contained in the annex to document FCCC/SBI/2008/L.28.

By the same decision, the COP requested Parties to submit to the secretariat, by 15 February 2008, for compilation and synthesis, their views on elements for the terms of reference for the review and assessment of the effectiveness of the implementation of Article 4, paragraph 5, and Article 4, paragraph 1(c), of the Convention, in accordance with decision 13/CP.3.

The SBI will be invited, taking into consideration related work of other subsidiary bodies, to deliberate on and agree on the terms of reference for the review and assessment of the effectiveness of the implementation of Article 4, paragraphs 1(c) and 5, of the Convention with a view to determining appropriate next steps.
4- ستُدعى الهيئة الفرعية للتنفيذ، آخذة في اعتبارها الأعمال ذات الصلة التي تضطلع بها الهيئات الفرعية الأخرى، إلى إجراء مداولات والوصول إلى اتفاق بشأن الاختصاصات المتعلقة باستعراض وتقييم فعالية تنفيذ الفقرتين 1(ج) و5 من المادة 4 من الاتفاقية بهدف تحديد الخطوات المقبلة المناسبة.

The Subsidiary Body for Implementation (SBI), at its twenty-eighth session, noted the submissions from Parties on their views on elements for the terms of reference for the review and assessment of the effectiveness of the implementation of Article 4, paragraphs 1(c) and 5, referred to in decision 4/CP.13, paragraph 7, and the synthesis report of those views prepared by the secretariat.
3- وأشارت() الهيئة الفرعية للتنفيذ، في دورتها الثامنة والعشرين، إلى ما قدمته الأطراف من ورقات تعرض آراءها بشأن عناصر الاختصاصات المتعلقة باستعراض وتقييم فعالية تنفيذ الفقرتين 1(ج) و5 من المادة 4 من الاتفاقية، كما هو مطلوب في الفقرة 7 من المقرر 4/م أ-13()، وإلى التقرير التوليفي الذي أعدته الأمانة لهذه الآراء().

(a) In collaboration with relevant United Nations country team entities at the national level, identifying regional and national experts to promote the sharing of knowledge and lessons learned at the national and regional levels for the review and assessment of national development strategies and national voluntary presentations;
(أ) تحديد الخبراء الإقليميين والوطنيين لتعزيز تبادل المعارف والدروس المستفادة على الصعيدين الوطني والإقليمي من أجل استعراض وتقييم الاستراتيجيات الإنمائية الوطنية والعروض الطوعية الوطنية، وذلك بالتعاون مع كيانات فريق الأمم المتحدة القطري ذات الصلة على الصعيد الوطني؛
