4. In the event that a reserve judge replaces a judge who is unable to continue sitting, he or she will, as of that time, benefit from the provisions of paragraph 1 above.
4 - وبمجرد ما يحل أحد القضاة الاحتياطيين محل قاض لم يعد بوسعه مواصلة عمله، فإنه يستفيد من أحكام الفقرة 1 أعلاه.

The view prevailed that the reference to economy and efficiency should be removed from the provisions of paragraph (2).

٣ - يقرر أنه من الجائز أن تُعفى من أحكام الفقرة ٢ )أ( أعلاه اﻷطراف المدرجة في المرفق اﻷول التي يلزم أن تقدم بلاغاتها اﻷولى في أثناء عام ١٩٩٦ وتفعل ذلك وفقا للاتفاقية؛

8. Following another recommendation of the Committee, contained in a letter dated 8 May 1995 (S/1995/372) from its Chairman, the Security Council made a temporary exemption from the provisions of paragraph 16 of resolution 820 (1993) relating to the restrictions for navigation on the Danube River.
٨ - وفي أعقاب تقديم توصية أخرى من اللجنة، ترد في رسالة مؤرخة ٨ أيار/مايو ١٩٩٥ )S/1995/372( موجهة من رئيسها، قرر المجلس إصدار إعفاء مؤقت من أحكام الفقرة ١٦ من القرار ٨٢٠ )١٩٩٣( بشأن القيود المفروضة على الملاحة في نهر الدانوب.

2. Decides that those Annex I Parties that submit their first communications during 1996 in accordance with the deadlines specified in the Convention may be exempt from the provisions of paragraph 1 (a) above;
٢- يقرر إن اﻷطراف المدرجة في المرفق اﻷول التي تقدم بلاغاتها اﻷولى خلال عام ٦٩٩١، وفقا للمواعيد النهائية المحددة في الاتفاقية، يجوز اعفاؤها من أحكام الفقرة ١)أ( أعلاه؛

Accordingly, the Committee conveyed its understanding that Council resolution 992 (1995), which provided a temporary exemption from the provisions of paragraph 16 of resolution 820 (1993) regarding restrictions on navigation on the Danube, should remain in force until 19 December 1996.
وتبعا لذلك، أعلنت اللجنة أنها تفهم أن قرار مجلس اﻷمن ٢٩٩ )٥٩٩١(، الذي يمنح إعفاء مؤقتا من أحكام الفقرة ٦١ من القرار ٠٢٨ )٣٩٩١( فيما يتعلق بالقيود على الملاحة على نهر الدانوب، ينبغي أن يظل ساريا حتى ٩١ كانون اﻷول/ديسمبر ٦٩٩١.

108. With regard to proposals F and H, the Committee determined that the intention with regard to the further phasing out of the scheme of limits was that the provisions of subparagraphs 4 (f) (viii) and 4 (h) (viii) would apply to the six developing countries that had benefited from the provisions of paragraph 1 (j) of General Assembly resolution 52/215 A in 2000.
