وأوصت لجنة وزراء مجلس أوروبا في عام 2012 بتعزيز تفسير شامل للقانون الجديد المنظم للوضع القانوني لمواطني يوغوسلافيا السابقة الذين يعيشون في جمهورية سلوفينيا، وذلك بهدف منح إمكانية الحصول بأثر رجعي على الإقامة الدائمة لأكبر عدد ممكن ممن " شطبوا " في عام 1992(25).
