In paragraphs 11 and 12 of its resolution 54/139 of 17 December 1999, the General Assembly welcomed the notion of action plans and requested the " Secretary-General to monitor closely the progress made by departments and offices in meeting the goal of gender balance " .
وفي الفقرتين 11 و 12 من القرار 54/139، المؤرخ 17 كانون الأول/ديسمبر 1999 رحبت الجمعية العامة بمفهوم خطط العمل وطلبت " إلى الأمين العام أن يرصد عن كثب التقدم الذي تحرزه الإدارات والمكاتب في بلوغ الهدف المتمثل في تحقيق التوازن بين الجنسين " .

Since the submission of the last report of the Secretary-General to the General Assembly, the goal of gender balance has been met in two additional departments and offices with 20 or more personnel: the Department of Public Information and the Office of Programme Planning, Budget and Accounts.

The updated Model Strategies and Practical Measures specifically acknowledge the need for an active policy of mainstreaming a gender perspective in all policies, programmes and practices to ensure gender equality and equal and fair access to justice, as well as establishing the goal of gender balance in all areas of decision-making, including those related to the elimination of violence against women.
