53. Mr. Guerreiro (Brazil) said that the main objective of any review cycle was to reduce the asymmetry inherent in the Treaty regime between the rights and obligations of nuclear-weapon States and those of non-nuclear-weapon States.

Mr. Guerreiro (Brazil) said that Brazil supported the continuation of information exchange on IEDs and dissemination of best practices to prevent the diversion or illicit use of materials covered by amended Protocol II. The Brazilian Armed Forces had been involved in various humanitarian demining missions, particularly in Central and South America and Africa.

Mr. Guerreiro (Brazil), speaking on behalf of Brazil, Egypt, Ireland, Mexico, New Zealand and South Africa (the New Agenda Coalition), said that it was regrettable that the joint ministerial declaration issued at the Coalition's founding in 1998, which called on the nuclear-weapon States to immediately begin work on the practical steps towards nuclear disarmament, remained unfulfilled.
