However, the Committee regrets that the report does not fully conform to the Committee's guidelines on the form and content of initial reports (CAT/C/4/Rev.3), and that it was submitted with an 11-year delay, which prevented the Committee from conducting an analysis of the implementation of the Convention in the State party following its accession in 2001.

However, it regrets that the report does not follow generally the Committee's guidelines on the form and content of initial reports (CAT/C/4/Rev.3), and that it was submitted nearly eight years late, which prevented the Committee from conducting an analysis of the implementation of the Convention in the State party, following its ratification in 2000.

25. Despite the publication of the Committee's guidelines on the form and content of initial reports (CAT/C/4/Rev.3), and despite its requests that the State party provide the Committee with statistical information, the Committee regrets that it received only very limited information other than about legal provisions.
