II. RECOMMENDATIONS The Unit considers that the issue of harmonization of the statutes of UNAT and ILOAT has been on the agenda of the United Nations for too long and over the years has become unnecessarily complicated to the detriment of the administration of justice at the United Nations.

III. GENERAL OBSERVATIONS ON THE FINANCIAL IMPLICATIONS OF HARMONIZATION In the context of broader financial issues, the Inspectors explored the possible budgetary implications that would result from harmonization of the statutes of the UNAT and ILOAT or the elimination of the three main outstanding differences between these statutes.

18. With regard to the issue of the harmonization of the statutes of the International Labour Organization Administrative Tribunal and the United Nations Administrative Tribunal, the Secretary-General initially stated in his response to the Joint Inspection Unit recommendation contained in document A/55/57/Add.1, that such a proposal would require the General Assembly's consideration.

6. The objective of the study will be to assess the feasibility of a further harmonization of the statutes of the United Nations Administrative Tribunal and the International Labour Organization Administrative Tribunal and, where appropriate, to propose different viable options, for example the unification of the two Tribunals or the establishment of a new single administrative tribunal for the entire common system.
