The Administrator shall establish, from time to time, in consultation with the Board of Auditors, criteria determining which UNDP programme activities carried out by an executing entity, or under the harmonized operational modalities, by an implementing partner, are to be audited annually.
يضـع مدير البرنامج، من حين لآخر، بالتشاور مع مجلس مراجعي الحسابات، معايير تحدد الأنشطة البرنامجية لبرنامج الأمم المتحدة الإنمائي التي يضطلع بها كيان مسؤول عن التنفيذ، أو التي يضطلع بها شريك تنفيذي في إطار الطرائق التنفيذية المنسقة. التي يجب مراجعة حساباتها سنويا.

(a) For UNDP programme activities not carried out under the harmonized operational modalities established in response to General Assembly resolution 56/201, assumes the overall management of specific UNDP programme activities and the acceptance of accountability to the Administrator for effective use of UNDP resources;
(أ) بالنسبة لأنشطة البرنامج الإنمائي التي لا تنفذ في إطار طرائق التنفيذ المواءمة المنشأة استجابة لقرار الجمعية العامة 56/201، يتولى الإدارة العامة لأنشطة برنامجية محددة لبرنامج الأمم المتحدة الإنمائي وقبول المساءلة أمام مدير البرنامج عن الاستخدام الفعال للموارد؛

In keeping with the principle of national capacity building, recipient Governments or national non-governmental organizations must be given first consideration in the selection of an executing agency as an executing agency or, under the harmonized operational modalities, implementing partner. Such selection shall be subject to the agreement of the requesting Government or Governments.
وتمشيا مع مبدأ بناء القدرات الوطنية، فإن الحكومات المستفيدة أو المنظمات الوطنية غير الحكومية يجب إيلاؤها الاعتبار الأول عند اختيارها بوصفها الوكالة المنفذة أو الشريك المنفذ، في إطار الطرائق التشغيلية المواءمة ويكون هذا الاختيار خاضعا لموافقة الحكومة أو الحكومات الطالبة.

Regulation 27.01: " disbursing agent " shall mean an entity authorized by UNCDF to disburse UNCDF project funds and may be a recipient Government, UNDP, an executing entity, or, under the harmonized operational modalities, an implementing partner or a cooperating agency.

Regulation 17.03(b): Subject to the agreement of the Government concerned, the Administrator may designate a cooperating agency to assist the Government in implementing one or more components of the project, or may designate an executing entity, or, under the harmonized operational modalities, an implementing partner to be responsible for project implementation.

For UNDP programme activities not carried out under the harmonized operational modalities established in response to General Assembly resolution 56/201, the entity responsible for the overall management of a specific UNDP programme activity, including accountability for the production of outputs, achievement of objectives and for the effective use of UNDP resources.

Regulation 15.03: The Administrator is authorized to make adequate arrangements with the programme country Government, executing entity or, under the harmonized operational modalities established in response to General Assembly resolution 56/201, implementing partner for reimbursement of costs incurred by UNDP for support services it provides.

Regulation 10.1: The project budget concerning UNFPA's assistance to a project, as contained in an approved project document, shall constitute the allocation of funds by the Executive Director to the executing agency or, under the harmonized operational modalities, implementing partner, to implement UNFPA's assistance to the project.
البند 10-1: تشكل ميزانية المشروع المتعلقة بالمساعدة التي يقدمها صندوق الأمم المتحدة للسكان إلى مشروع ما، كما هو وارد في وثيقة المشروع المعتمدة، تخصيص المدير التنفيذي للأموال للوكالة المنفذة، أو في إطار الطرائق التشغيلية المواءمة للشريك المنفذ من أجل تنفيذ المساعدة التي يقدمها الصندوق إلى المشروع.

Regulation 10.1: The project budget concerning UNFPA assistance to a project, as contained in an approved project document, shall constitute the allocation of funds by the Executive Director to the executing agency or, under the harmonized operational modalities, implementing partner, to implement UNFPA assistance to the project.
البند 10-1: تشكل ميزانية المشروع المتعلقة بالمساعدة التي يقدمها صندوق الأمم المتحدة للسكان إلى مشروع ما، كما هو وارد في وثيقة المشروع المعتمدة، تخصيص المدير التنفيذي للأموال للوكالة المنفذة، أو في إطار الطرائق التشغيلية المواءمة للشريك المنفذ من أجل تنفيذ المساعدة التي يقدمها الصندوق إلى المشروع.
