The Special Rapporteur concludes with a series of recommendations aimed to assist the Government in its efforts to promote the effective enjoyment of human rights by those individuals and communities who may be adversely affected by the unsound management and disposal of hazardous products and wastes.

73- واعتزم المقرر الخاص إكمال فترة ولايته بوضع مجموعة من المبادئ التوجيهية بشأن النُهُج القائمة على حقوق الإنسان اللازم اتباعها في إنتاج المنتجات والنفايات الخطرة وإدارتها والتخلص منها بأسلوب سليم.

Although the media could play an indispensable role in information dissemination in communities, countries and regions, as well as both the rural and urban areas about the illegal movement of hazardous products and wastes, it is often the case in developing countries that the freedom of the press is severely curtailed or simply does not exist.
40- ولئن كان بوسع وسائط الإعلام القيام بدور أساسي في نشر المعلومات المتعلقة بعمليات نقل المنتجات والنفايات الخطرة في أوساط المجتمعات المحلية وفي البلدان والأقاليم، فضلاً عن المناطق الريفية والحضرية فكثيراً ما تكون حرية الصحافة في البلدان النامية مقيدة بشدة أو منعدمة ببساطة.

19. With regard to the " illicit " nature of activities concerning the movement and disposal of hazardous products and wastes, the Special Rapporteur considers that the adjective " illicit " does not only encompass activities carried out in violation of national or international norms and standards on the sound management and disposal of toxic and dangerous products and wastes.
