In his earlier report, the Special Rapporteur referred extensively to the socio-political causes and consequences of ethnic tensions in the region (E/CN.4/1995/67, paras. 85-95), which are due to the way frontiers were established in colonial times and to movements of the Rwandan population, known as the Banyarwanda, between 1939 and 1954 and again after 1959.
