ولقد جاء في إعلان الحق في التنمية، الذي اعتمدته الجمعية العامة للأمم المتحدة في 4 كانون الأول/ديسمبر 1986، أن " الإنسان هو الموضوع الرئيسي للتنمية وينبغي أن يكون المشارك النشط في الحق في التنمية والمستفيد منه " (الفقرة 1 من المادة 2).
