At its forty-ninth session, the General Assembly adopted resolution 49/212 of 23 December 1994, entitled " Plight of street children " , in which it called upon special rapporteurs, special representatives and working groups of the Commission on Human Rights and the Sub-Commission on Prevention of Discrimination and Protection of Minorities, within their mandates, to pay particular attention to the plight of street children.

1. In its resolution 1999/5, the Sub-Commission on the Promotion and Protection of Human Rights requested the Secretary-General to submit a report on the status of withdrawals and reservations with regard to the international human rights treaties to the Commission on Human Rights and the Sub-Commission.
1- رجت اللجنة الفرعية لتعزيز وحماية حقوق الإنسان من الأمين العام، بقرارها 1999/5، أن يقدم إلى لجنة حقوق الإنسان وإلى اللجنة الفرعية تقريراً عن حالة الانسحاب والتحفظ المتعلقة بمعاهدات حقوق الإنسان الدولية.

167. The Special Rapporteur considers that any delay in sending observers out into the field detracts from the effectiveness of his mission and the development of his activities, since his appointment and the rapid deployment of human rights observers in Burundi should go hand in hand in a coordinated manner, as emphasized by the relevant resolutions of the Commission on Human Rights and the Sub-Commission.
