It welcomes the various constitutional amendments, as well as legislative, administrative and practical measures taken to improve the promotion and protection of human rights in the State party since the examination of the second periodic report, in particular:

He would welcome clarification on the meaning of paragraph 15 of the report, which seemed to suggest that the presence of the High Representative for Bosnia and Herzegovina was an obstacle to, rather than guarantor of, the implementation of human rights in the State party.
