In its resolution 56/243 A of 24 December 2001, the General Assembly requested the Secretary-General to report to the Assembly on proposals for or further consideration of measures to encourage Member States in arrears to reduce and eventually pay their arrears.

Mr. Kramer (Canada), speaking also on behalf of Australia and New Zealand, recalled that in 2001 the Committee had agreed to defer until the resumed session its consideration of the Secretary-General's report on measures to encourage Member States in arrears to reduce and eventually pay their arrears (A/57/76).

In its resolution 56/243 A, the General Assembly, inter alia, requested the Secretary-General to propose or further consider measures to encourage Member States in arrears to reduce and eventually pay their arrears and to report thereon to the General Assembly during the main part of its fifty-seventh session for subsequent consideration at its resumed fifty-seventh session.

In considering measures that it might propose or further consider, to encourage Member States in arrears to reduce and eventually pay their arrears, the Secretariat has taken due note of the results of the previous reviews by the Committee on Contributions and the General Assembly of various measures to encourage the timely, full and unconditional payment of assessed contributions.

Introducing the report of the Secretary-General on measures to encourage Member States in arrears to reduce and eventually pay their arrears (A/57/76), he noted that the report had drawn on the relevant observations, conclusions and recommendations of the Committee on Contributions. Annex I contained the same proposal to revise financial regulation 5.4 as the report on multi-year payment plans.

At its sixty-third session, the Committee recalled its conclusions in this regard and also recalled that a related proposal for the revision of financial regulation 5.4 (since renumbered 3.4) had been made by the Secretary-General in his report on measures to encourage Member States in arrears to reduce and eventually pay their arrears.7 The text of this proposal is contained in annex II to the present report.
