٦٦ - ورأت الولايات المتحدة أن على جميع الدول أن تلتزم، بموجب القانون الدولي وعلى النحو الذي ينعكس في اتفاقية اﻷمم المتحدة لقانون البحار، باتخاذ التدابير اللازمة لتجنب قيام سفن صيد اﻷسماك المخول لها رفع علمها الوطني بممارسة أعمال الصيد في مناطق تخضع لولاية دول أخرى، إلا إذا منحت الرخصة اللازمة للقيام بذلك، ولضمان أن يجـري ذلـك الصيـد وفقـا للقوانين واﻷنظمـة الساريـة.
