The Department of Public Information informed OIOS, at the end of 1998, that it did not transmit to the Committee on Information the in-depth evaluation report and the conclusions and recommendations of CPC on it because the Committee had concentrated its efforts on the Secretary-General’s reform proposals.

43. The in-depth evaluation report was made available to the Commission at its seventh session in April 1998 (E/CN.15/1998/10, para. 39).

In particular, disappointment was expressed that neither the in-depth evaluation report nor the CPC conclusions and recommendations on it were submitted to the Commission on Crime Prevention and Criminal Justice at its eighth session, as requested by CPC.

The Committee considered that the in-depth evaluation report and the conclusions and recommendations of the Committee on it should be transmitted to the Economic and Social Council for consideration at its substantive session of 1997 under item 8 entitled " Special economic, humanitarian and disaster relief assistance " .

The status of the recommendations is discussed in section II below, under two headings: (a) review of the in-depth evaluation report by intergovernmental bodies; and (b) actions taken by the Secretariat during the period 2002-2004 relevant to the concerns expressed in the evaluation report.

44. In the report on the eighth session of the Commission (E/CN.15/1999/122), neither the in-depth evaluation report nor the OIOS report on the review of programme management was included in the list of documents before the session, contained in annex III to its report.

This in turn gives rise to the problem described in the following statement from the end-of-mission assessment of the United Nations Operation in Mozambique (ONUMOZ), which was quoted two years ago in the in-depth evaluation report on the termination phase (E/AC.51/1996/3 and Corr.1, para.9):

On the humanitarian aspects of peace-keeping, the in-depth evaluation report on the start-up phase of peace-keeping operations (E/AC.51/1995/2 and Corr.1) contained a review of, and recommendations on, early warning activities (including the establishment of an early working focal point in the Executive Office of the Secretary-General), the mobilization of international emergency response and the coordination of humanitarian assistance.
