" 4. Also reaffirms the duty of States to effectively promote and protect the human rights and fundamental freedoms of all migrants, especially those of women and children, regardless of their immigration status, in conformity with the Universal Declaration of Human Rights and the international instruments to which they are parties, and therefore:
" 4 - تؤكد من جديد أيضا واجب الدول في تعزيز وحماية حقوق الإنسان والحريات الأساسية لجميع المهاجرين على نحو فعال، أيا كان وضعهم كمهاجرين، ولا سيما الحقوق والحريات الأساسية للنساء والأطفال، بما يتسق مع الإعلان العالمي لحقوق الإنسان، والصكوك الدولية التي دخلت طرفا فيها، وبناء على ذلك:

1. Reaffirms the duty of States to effectively promote and protect the human rights and fundamental freedoms of all migrants, especially those of women and children, regardless of their immigration status, in conformity with the Universal Declaration of Human Rights and the international instruments to which they are party;
1- يؤكد من جديد واجب الدول أن تقوم على نحو فعال بتعزيز وحماية حقوق الإنسان والحريات الأساسية لجميع المهاجرين، ولا سيما الحقوق والحريات الأساسية للنساء والأطفال، بصرف النظر عن وضعهم من حيث الهجرة، طبقاً للإعلان العالمي لحقوق الإنسان والصكوك الدولية التي هي طرف فيها؛

Being universal in scope, such a plan would encourage Member States to adhere more closely to their obligations under the international instruments to which they had acceded.
وأضاف أن من شأن خطة من هذا القبيل، عالمية النطاق، أن تشجع الدول الأعضاء على التقيد على نحو أفضل بالواجبات المنوطة بها بموجب الصكوك الدولية التي انضمت إليها.

Full compliance by all States with their obligations under international instruments to which they are party is critical to achieving the goals envisaged in those instruments.
ويكتسي الامتثال التام من جانب جميع الدول لالتزاماتها بموجب الصكوك الدولية التي هي طرف فيها أهمية حاسمة لتحقيق الأهداف المتوخاة من وضع تلك الصكوك.

50. Mr. CASSAR (Malta) said that, in the exercise of their sovereign rights, States must always act in accordance with international law and the international instruments to which they were parties as well as with respect for fundamental rights and freedoms.

7. Furthermore, in its resolution 58/190, the Assembly requested all Member States, in conformity with their respective constitutional system, effectively to promote and protect the human rights of all migrants, in conformity with the Universal Declaration of Human Rights and the international instruments to which they are party, which might include the Convention.

This does not, however, lessen in the least the obligations accepted by sovereign nations to implement in good faith the international instruments to which they are States parties.

In that context, States should ensure implementation of the international instruments to which they were parties and of their domestic laws on working conditions and trade union freedoms.
وفي هذا السياق يتعين على الدول أيضا الحرص على تطبيق الصكوك الدولية التي هي طرف فيها، وأيضا تطبيق تشريعاتها الداخلية فيما يتعلق بظروف العمل والحريات النقابية.

This points to the international ramifications of the obligations assumed by States under the international instruments to which they are party; the notion of pacta sunt servanta -- respect for good faith -- is a fundamental principle of peaceful relations between States.
وهذا يبين تشعبات الواجبات الدولية التي تتحملها الدول بموجب الصكوك الدولية التي تكون طرفا فيها؛ ففكرة احترام حسن النية في الاتفاقات مبدأ أساسي في العلاقات السلمية بين الدول.

Full compliance by all States with their obligations under international instruments to which they are party is critical to the achievement of the goals envisaged in these instruments.
فالامتثال التام من جانب جميع الدول لالتزاماتها بموجب الصكوك الدولية التي هي طرف فيها هو شرط حاسم لإنجاز الأهداف التي تنصّ عليها تلك الصكوك.

Moreover, States are encouraged to fully implement relevant provisions of international instruments to which they are Parties, including anti-corruption, anti-organised crime and firearms conventions.
