11 - أما مشروع المادة 7 (2)، فينبغي أن يصبح نصه: " يمكن لدول طبقة المياه الجوفية إنشاء آليات مشتركة للتعاون " ؛ ذلك أن رغبات جميع الدول يمكن أن تُحترم على أفضل نحو ممكن إن لم يُغلف هذا التدبير بتعبيـرات إلزامية.

Although a view was expressed in favour of the mandatory establishment of joint cooperation mechanisms, the contrary view was also expressed, proposing that the wording for paragraph 2 be changed to: " aquifer States should give positive consideration to establishing joint mechanisms of cooperation " .
وبالرغم من الإعراب عن رأي مؤيد للإلزام بإنشاء آليات مشتركة للتعاون، أعرب أيضا عن الرأي المضاد، حيث اقتُرح تغيير صيغة الفقرة 2 لتصبح: " ... ينبغي لدول طبقة المياه الجوفية النظر بإيجابية في إنشاء آليات مشتركة للتعاون``.

His delegation therefore proposed the following wording for draft article 7, paragraph 2: " ... aquifer States should give positive consideration to establishing joint mechanisms of cooperation " .
