In this regard, UNICEF and the United Nations Office on Drugs and Crime (UNODC) in 2006 developed the Manual for the Measurement of Juvenile Justice Indicators. The Manual identifies 15 key indicators and sets out strategies for their measurement, and also highlights the importance of individual records for each child brought into contact with the justice system.

In 2006, the Panel produced a publication entitled Protecting the Rights of Children in Conflict with the Law, which provides examples of members' experience in implementing programmes and advocacy. Also in 2006, UNODC and UNICEF published the Manual for the Measurement of Juvenile Justice Indicators and have been offering regional trainings courses on the use of the indicators since 2008, in the Middle East, North Africa and South Asia.
