The Committee on Contributions had recognized that the assessment rates of Ukraine and the other countries which had been part of the former Czechoslovakia, the former Soviet Union and the former Yugoslavia needed considerable adjustment and had rightly concluded that the determination of assessment rates for those States that better reflected their current capacity to pay could only be achieved in the context of a new scale of assessments.
