وإذ تضع في اعتبارها رسالة اﻷمين العام الموجهة إلى رئيس الجمعية العامة ورئيس مجلس اﻷمن المؤرخة ١٥ آذار/ مارس ١٩٩٩)٧١(، وتقرير فريق الخبراء الذي عينه اﻷمين العام، استجابة لطلب السلطات الكمبودية المساعدة على مواجهة الانتهاكات الخطيرة الماضية للقانونين الكمبودي والدولي)٧٢(،

WHEREAS the General Assembly of the United Nations, in its resolution 57/228 of 18 December 2002, recalled that the serious violations of Cambodian and international humanitarian law during the period of Democratic Kampuchea from 1975 to 1979 continue to be matters of vitally important concern to the international community as a whole;
حيث إن الجمعيـــــة العامــــة للأمـــم المتحدة أشارت في قرارها 57/228 المؤرخ 18 كانون الأول/ديسمبر 2002 إلى أن الانتهاكات الخطيرة للقانونين الكمبودي والدولي المرتكبة خلال فترة حكم كمبوتشيا الديمقراطية في الفترة الممتدة من عام 1975 إلى عام 1979 لا تزال تعتبر من المسائل الحيوية والهامة التي تشغل المجتمع الدولي ككل؛
