2. Each Party shall allow the export of mercury or mercury compounds listed in Annex B only after the Party has:

(a) " Unintentional emissions and releases " means atmospheric mercury emissions and releases of mercury or mercury compounds to water and land that result from human industrial, residential or agricultural activities in which the production of such emissions or releases is not the main intent of such activities.
(أ) ' ' الانبعاثات والتسريبات غير المقصودة`` تعني انبعاثات وتسريبات الزئبق ومركَبات الزئبق في الغلاف الجوي في الماء واليابسة التي تنجم عن أنشطة الإنسان الصناعية أو السكنية أو الزراعية التي لا يكون فيها إنتاج هذه الانبعاثات أو التسريبات هو القصد الرئيسي من هذه الأنشطة.

National stocks of mercury or mercury compounds may also accumulate when sources of mercury exceed mercury use.
وقد تتراكم المخزونات الوطنية من الزئبق أو مركباته عندما تزيد مصادر الزئبق عن استخداماته.
