Persons with exceptional difficulties in their personal, family, and social situation that they are not able to overcome themselves or with the help of other persons or institutions as well as persons who are unable to secure their own livelihood and that of their dependents are entitled to social assistance.

68. Refusal to hire, refusal of promotion, dismissal or transfer to other work at the administration's initiative are prohibited on grounds of disablement except in cases where a medical board concludes that the state of the disabled person's health does not allow him/her to perform the professional duties in question or endangers the health of other persons or labour safety in general.
٨٦- ويُمنع رفض الاستخدام، أو رفض الترقية، أو الفصل، أو النقل إلى عمل آخر بمبادرة من اﻹدارة على أساس العجز إلاّ في الحالات التي يتوصل فيها مجلس طبي إلى أن الحالة الصحية للشخص المعوق لا تسمح له بأداء الواجبات الحرفية المعنية أو أنها تعرض صحة أشخاص آخرين أو سلامة العمل بشكل عام للخطر.

It may be noted, as observed by the Committee in its General Comment 10, that the rights for the protection of which restrictions on the freedom of expression are permitted by article 19, subparagraph 3 (a), may relate to the interests of other persons or to those of the community as a whole.

It is clear that in principle an official enjoying immunity ratione materiae may be summoned as a witness if testimony concerning the acts of other persons or of the official himself in a private capacity is required (provided, of course, that this summons does not restrict this person in the performance of their official activity).
