14. The Committee is concerned at the absence of an independent national mechanism mandated to monitor the implementation of the Convention and its Optional Protocols in the State party.
14- يساور اللجنة القلق لعدم وجود آلية وطنية مستقلة يُسند إليها رصد تنفيذ الاتفاقية وبروتوكوليها الاختياريين في الدولة الطرف.

(b) To ensure that the principles and provisions of the Convention and its Optional Protocols are applicable to all children in the territory of the State party;
(ب) ضمان تطبيق مبادئ وأحكام الاتفاقية وبروتوكوليها الاختياريين على جميع الأطفال المقيمين في إقليم الدولة الطرف؛

The Committee recommends that the State party consider enacting a comprehensive child rights act at the national level, which fully incorporates the principles and provisions of the Convention and its Optional Protocols and provides clear guidelines for their consistent and direct application in the State party.
11- وتوصي اللجنة بأن تنظر الدولة الطرف في سن قانون شامل بشأن حقوق الطفل على الصعيد الوطني يتضمن بالكامل مبادئ وأحكام الاتفاقية وبروتوكوليها الاختياريين بشكل كامل، وينص على مبادئ توجيهية واضحة بشأن تطبيق الاتفاقية وبروتوكولاتها في الدولة الطرف بطريقة متسقة ومباشرة.

10. The Committee urges the State party to expedite the process to adopt the Child Act and ensure that it fully incorporates all rights and principles of the Convention and its Optional Protocols to ensure the justiciability of all children's rights.
10- تحث اللجنة الدولة الطرف على الإسراع في عملية اعتماد قانون الطفل والتأكد من أنه يتضمن بالكامل جميع الحقوق والمبادئ الواردة في الاتفاقية وبروتوكوليها الاختياريين لضمان إمكانية الاحتكام للقضاء بشأن جميع حقوق الطفل.

11. While noting that children's issues have been taken into account in development plans adopted over the past decade, the Committee remains concerned that the State party has not foreseen the adoption of a comprehensive policy and strategies for the implementation of the Convention and its Optional Protocols.
11- إن اللجنة إذ تلاحظ أن قضايا الأطفال قد روعيت في خطط التنمية المعتمدة على مدى العقد المنصرم، فإن القلق لا يزال يساورها لأن الدولة الطرف لم تنظر في اعتماد سياسة واستراتيجيات شاملة لتنفيذ الاتفاقية وبروتوكوليها الاختياريين.

(f) Strengthen the dissemination of the Convention and its Optional Protocols among professionals working for and with children and among the public at large.
(و) تعزيز نشر الاتفاقية وبروتوكوليها الاختياريين المذكوريْن في أوساط المختصين العاملين مع الأطفال ولمصلحة الأطفال، والجمهور بوجه عام.

In addition, the State party may list areas affecting children that it considers to be of priority with regard to the implementation of the Convention and its Optional Protocols on the involvement of children in armed conflict and on the sale of children, child prostitution and child pornography.

In order to comply with the precepts of the Convention and its Optional Protocols, his Government had recently adopted a new law on the sexual exploitation of minors and had tabled a draft law designed to meet the growing demands on families with regard to bringing up and educating children.

The Committee is furthermore concerned that overlaps in the mandates of the Department for protection of the rights of the child within the Ombudsman for Human Rights of Bosnia and Herzegovina and the Children's Ombudsman of Republika Srpska may obstruct a unitary approach to monitoring the implementation of the Convention and its Optional Protocols.
وتعرب اللجنة عن قلقها أيضاً لأن التداخل في ولاية كل من إدارة حماية حقوق الطفل داخل مكتب أمين المظالم المعني بحقوق الإنسان في البوسنة والهرسك وأمين المظالم المعني بالأطفال في جمهورية صربسكا قد يُعوّق اتباع نهج موحد إزاء رصد تنفيذ الاتفاقية والبروتوكولين الاختياريين الملحقين بها.

25. The Committee recommends that the State party continue its efforts to raise awareness of the Convention and its Optional Protocols with relevant professionals in the Government institutions, as well as the general public and children, by, among others, including the Convention and the Optional Protocols in the curricula of primary schools.
25- توصي اللجنة الدولة الطرف بمواصلة جهودها لزيادة الوعي بالاتفاقية وببروتوكوليها الاختياريين بالتعاون مع المهنيين المعنيين في المؤسسات الحكومية، وكذلك عامة الناس والأطفال، بوسائل منها، إدراج الاتفاقية والبروتوكولين الاختياريين في المناهج الدراسية للمدارس الابتدائية.

(l) To strengthen ties with scholars and support efforts to promote better understanding and increased knowledge of the Convention and its Optional Protocols among professionals, the public at large and children themselves;
(ل) أن تعزّز الروابط مع الأكاديميين وتدعم الجهود الرامية إلى إيجاد فهم أفضل وإلى زيادة المعرفة بالاتفاقية وبروتوكوليها الاختياريين في أوساط المهنيين والجمهور عموماً والأطفال أنفسهم؛
