Desiring to see the common ground reached at Lima expanded further, they emphasize the importance of the next meeting, to be held at Quito on 22 and 23 February, between Foreign Ministers Galo Leoro Franco and Francisco Tudela, with the participation of senior officials of the Guarantor Countries.

3. Peru shall keep 60 troops stationed at observation post No. 2; this situation shall be verified by the Ecuador-Peru Military Observer Mission (MOMEP) and officially communicated to the representatives of the Guarantor Countries.
٣ - يكون لبيرو ستون رجلا في نقطة المراقبة رقم ٢، اﻷمر الذي يكون موضع تحقق بعثة المراقبين العسكريين في إكوادور وبيرو ويبلغ به رسميا الى ممثلي البلدان الضامنة.

These violations have taken the form of military attacks, directed especially at Tiwinza base, at a time when members of an advanced mission of the Guarantor Countries of the Rio de Janeiro Protocol were in the area.
